WG15: Compatibility

Terms of Reference

In February 1996 EEVC WG 15 was established. In the first phase (1996 – 2001) exploratory studies were carried out to get a better understanding of the crash compatibility between passenger cars. The results were published at the 2001 ESV-Conference.

In March 2001 the EEVC Steering Committee reconsidered the Terms of Reference of WG 15. Based on the results of the first phase the Terms of Reference are extended to November 2006.

In 2005 new Terms of Reference for EEVC WG 15 were established. This document described the group activities for the mandate period 2003-2007 where exploratory studies were carried out to get a better understanding of the crash compatibility between passenger cars. The results were published in a final report submitted to the Steering Committee in March 2007 and presented at the 2007 ESV-Conference.

Based on the results of the first phase of WG15, the Terms of Reference are extended to December 2012 to include the results of the EU Project FIMCAR beginning in 2009. The following Terms of Reference and the attached work approach for the working group describe the activities and deliverables expected in the mandate period.

The overall objective

  • To develop a technical proposal for regulatory application to improve a vehicle’s frontal impact and compatibility performance

Approach

  • Monitor relevant international activities (GRSP, Euro-NCAP, Japan, USA, etc.) to ensure EEVC research work is relevant for Europe and to identify harmonisation and cooperative research opportunities
  • Identify side effects of existing test procedures and, if necessary, motivation for changing procedures
  • Perform accident analyses to identify the scope (extent and characteristics) of the compatibility problem and update real world issues influencing compatibility and in particular:

    • Support benefit analysis (and impact assessment)
    • Identify the performance and influence of newer vehicles
  • Define objective targets for developing compatibility testing methods

    • Specify characteristics that need to be promoted in vehicle designs to improve vehicle safety
    • Objectively describe compatibility characteristics
    • Investigate influence on other impact types
  • Finalise test procedure(s) and parameters to assess car to car crash compatibility and evaluate its potential for harmonisation;
  • Finalise testing parameters, criteria and limits to assess compatibility.

Main deliverables

  • Technical proposal for an objective test procedure that will evaluate a vehicle’s compatibility performance and ensure suitable self protection levels which includes:

    • Test procedure(s) with associated criteria and performance limits to assess and control a vehicle’s compatibility and to improve a vehicle’s frontal impact and compatibility performance
    • Evidence base motivating the implementation of a new test with available cost and benefit analyses for proposed test methods
